Chief of Party - Overall all Leadership and Management

Background:

Arizona State University (ASU) is seeking a Chief of Party for the Feed the Future Innovation Lab Food Security Policy Research, Capacity, and Influence (FSPRCI) program with the U.S. Agency for International Development (USAID). Through the FTFIL for FSPRCI, USAID seeks to influence global, regional, and national policy that advances food security through high quality, relevant research from credible and sound policy research institutions in partner countries and in the U.S. The program will work to improve credibility of country and regional policy research institutions, and greater application of global research to guide food security policies; with strengthened organization effectiveness of country and regional policy research. This full-time position is based in Washington, D.C., and requires frequent travel to ASU’s campus in Tempe, Arizona, and to the locations of institutional partners in Feed the Future priority countries worldwide.

 

Key Responsibilities:

The Chief of Party is responsible for overall direction, leadership and management of the activity, including:

  • Partner arrangements and management with other members of the implementing consortium.
  • Relationships with BFS and with Missions and other USAID operating units holding Associate Awards or funding buy-ins
  • Supervising other key staff responsible for capacity building, research, M&E, communication and other key functions.
  • Reporting and problem solving.
  • Putting in place a process to identify key national/regional policy research institutions to benefit from project capacity strengthening and partner in/lead on in-country research.
  • Work with Research Capacity Building Lead and Research Lead in putting in place and managing consultative and coordination mechanisms, starting with AA and buy-in terms of reference, that ensure that BFS centrally-funded global research and capacity work and Mission-funded country/region-specific research and capacity building strongly build on and complement each other.

 

Required Qualifications:

  • A minimum of a Master’s degree in management, agriculture, international development, or a related field
  • At least 15 years’ experience leading, managing and implementing large international projects
  • Specific significant experience in strengthening capacity of national or regional organizations
  • Specific and significant experience interacting with a range of donor country offices
  • Experience overseeing university faculty or other research staff
