Global Research Lead - Leadership on Research Quality and Integration

Background:

Arizona State University (ASU) is seeking a Global Research Lead for the Feed the Future Innovation Lab Food Security Policy Research, Capacity, and Influence (FSPRCI) program with the U.S. Agency for International Development (USAID). Through the FTFIL for FSPRCI, USAID seeks to influence global, regional, and national policy that advances food security through high quality, relevant research from credible and sound policy research institutions in partner countries and in the U.S. The program will work to improve credibility of country and regional policy research institutions, and greater application of global research to guide food security policies; with strengthened organization effectiveness of country and regional policy research institutions. This full-time position is based in Washington, D.C., and requires frequent travel to ASU’s campus in Tempe, Arizona, and to the locations of institutional partners in Feed the Future priority countries worldwide.

 

Key Responsibilities:

Global Research Lead (Leadership on Research Quality and Integration) will be responsible for assuring quality of and integrating country, regional, and global research findings:

  • Identifying key consortium, USAID, and other external stakeholders to identify and prioritize among key global food security policy research topics.
  • Managing consultative and coordination mechanisms to ensure synergies between country/regional policy research funded by Missions and global policy research funded by BFS.
  • Working with COP in putting in place a process to identify key national/regional policy research institutions to benefit from project capacity strengthening and partner in/lead on in-country research
  • Working with Research Capacity Building Lead in coordination with the project’s global

and country/regional research staff to ensure that research planning, implementation, analysis, and presentation are all done in ways that maximize both the capacity the individual local/regional researchers involved and the capacity of the institutions that employ them.

  • Identifying and communicating the most important global policy and strategy implications of such research and key global policy audiences.
  • Identifying and coordinating with key BFS, USAID Mission, and local/regional research institutes on a range of key policy research topics.
  • Putting in place mechanisms to enhance (a) local policy researchers’ ability to translate/communicate research findings into actionable policy options and (b) local policy research institutes’ participation/presence at key regional/international meetings to present research findings.
  • Identifying and coordinating with key BFS, USAID Mission, and local/regional research institutes on a range of key policy research topics.

 

Required Qualifications:

  • PhD and track record in applied research and policy analysis/research
  • At least 15 years’ experience leading, managing and implementing research in multiple complex developing country settings.
  • Specific significant experience in strengthening capacity of national or regional organizations as part and parcel of, and during the conduct of research
  • Specific and significant experience interacting with a range of donor country offices
  • Experience overseeing university faculty or other research staff.

 

Preferred qualifications:

  • Expertise in policy analysis and research related to food security, food systems, agriculture, nutrition, and/or climate resilience
  • Expertise in gender-responsive policy research
  • Expertise in translation of research into policy
